Advance rulings: An effective tool to help economic operators decide on classification, origin and valuation of goods

As part of the implementation of the recommendations of the World Trade Organization (WTO) on trade facilitation and in application of the technical guidelines of the World Customs Organization (MDG) concerning advance rulings on classification, origin and valuation, the Benin Customs Administration has developed an internal procedure for issuing advance rulings.

This procedure was communicated through Memorandum No.1787/DGDDI/DLRI of 12 June 2017 and Circular No.1788/DGDDI/DLRI of 12 June 2017.

Prior to any import or export operation, it consists of contacting the Customs Administration in writing to obtain information, as the case may be, on the transaction value, preferential or non-preferential origin and tariff classification of the goods.

The implementation of this procedure is part of the reforms undertaken by the Customs Administration for its modernization. It represents a significant step forward in the implementation of theWTO on trade facilitation.
