Of the Monday 25 to Friday 29 December 2019, held in the training room of Webb Fontaine, a training workshop dedicated to Rapid Response Services and Fixed Brigades of Customs Units.

In a context where customs fraud is taking on very worrying proportions with the increasingly sophisticated means used by fraudsters, Customs administrations must keep a constant watch through the deployment of modern control techniques.

To deploy modern control techniques is to strengthen the capacity of the Customs units responsible for combating fraud and to support them by making modern control equipment available to them. In response to these many challenges, the Group Webb Fountain, a service provider appointed by the Beninese state in the implementation of institutional and computer reforms, initiated the training, led by two French Customs Experts, Messrs José SANGENIS and Bernard LAFORGUE, both of whom retired Customs Colonels with several years of African experience.

During five (05) intense days of interactive exchanges, the trainers reviewed several training modules based on themes, namely:

• Major currents of fraud, Presentation of products (stups, precursors etc....);
• Methods of control over the different vectors (Air, Land, and Containers);
• Security in controls (needs inventory);
• Follow-up checks (joint customs and criminal procedures, securing procedures, customs detention, intra-body visits, etc.);
• Implementation of controlled delivery;
• Intelligence;
• Etc......

The exchanges that followed the presentations of the various modules enabled the trainers not only to understand all the difficulties encountered by Beninese customs officers in the performance of their duties, but also to better understand Beninese realities.

At the end of this training seminar closed by the Director General of Customs and Indirect Rights Charles Inousa SACCA BOCOIt was decided to draw up various framework instructions on the operation and organization of Brigade services, as well as certain texts implementing the Customs Code and other recommendations. These documents will then be sent to the authorities for consideration of the various recommendations.
