Capacity building of the World Customs Organization: Benin Customs receives technical assistance from the WCO in the field of OAS

The World Customs Organization (WCO) organized a national workshop on the programme of approved economic operators (OAS) for Benin from 24 to 26 June 2019 in Cotonou. The workshop aimed to strengthen the technical capacity of Beninese customs to effectively strengthen and implement an OAS programme.At the opening of the workshop, Mr.Charles Inousa SACCA BOCO, Director General of Beninese Customs, stressed the importance of the OAS concept for the modernization of Beninese customs, introduced the OAS Implementation Committee and provided high-level management support. for the project. Benin is planning to implement an OAS programme. To this end, an AEO committee was established to develop a national AEO program in accordance with the SAFE standards framework and related implementation tools and guidelines. Currently, Benin Customs is actively preparing for the implementation of the programme. It also set up a working group on authorised economic operators, composed of all stakeholders in the international supply chain, and defined a timetable for the implementation of a pilot phase, describing the various actions to be undertaken. An expert from the WCO, in collaboration with Benin Customs officers, analysed the various steps envisaged to achieve the objective of implementing an effective and cost-effective OAS programme.
