Customs clearance at the Hilla-Condji border

The rapid clearance and removal of goods requires transparency in the execution of these formalities.

This transparency requires the establishment of a customs clearance procedure that will eliminate bottlenecks that undermine efforts to modernize the Customs Administration and improve performance.

It is in this vision that this procedural manual is embodied. Import and export clearance operations can be summarized in three sentences:

  1. Customs conduct
  2. Customs entry
  3. Customs clearance itself.

DESCRIPTION

Customs conduct: Article 108 of the Customs Code

It is the obligation of any holder of goods to drive them immediately to the next customs office by the most direct road designated by order of the Minister in charge of finance.

Customs entry: Article 110 of the Customs Code

Following the customs handling of shipments, the brigade:

  • Make their weighing on the swing deck attested by a computerized weighing ticket;
  • Proceeds with their registration in a control post support register (chuckles) the brigade;
  • Sends the vehicles to the large carrier fleet (on presentation of an exit authorisation duly established by the transit company and signed by the brigade chief or his representative;
  • and keep vehicle parts and driver's licence.

Customs clearance proper: title IV Customs Code

Users publish a set of customs declarations in paper form from their respective offices.

This declaration shall be forwarded to the Chief Commercial Officer for a summary check of the entries and accompanying documents.

The entry of the declaration in ASYCUDA shall be carried out at the Bailed Unit of Customs Clearance (UBD) or by Customs seizure operators in case it is not generated directly from the office of the authorized customs officer.

An Inspection Inspector shall verify and validate the pre-liquidation process automatically through the computer system.

Duties and taxes are paid to the bank by the user on behalf of the SEGUB and clearance is established.

The payment made by the user is controlled in the system by the Inspector who liquidated the declaration for the issuance of the Remove A voucher (BAE). (4-9 are completed by the Bureau).

The brigade chief monitors the BFU, makes a documentary and/or physical check of the loads in order to detect possible cases of fraud before targeting it.

Records which, upon arrival of the consignments, have been cleared at various levels, at the heal and on the park.

After the various checks and clearances, the brigade notes the actual exit of the shipments that have completed the customs clearance procedures on a regular basis. (10-12 are carried out by the brigade).

The procedure thus described concerns all import and export schemes.

CASE OF TRANSIT

When it is a transit procedure or escort is required or requested, the section of the brigade collects customs documents, vehicle logbooks, driver's licence, records information in escort registers and notebooks and establishes the macaroons. It shall ensure that the vehicles are regularly plumbed and carry out effective escorts to the requested destinations.
