Securing the licit tobacco market and combating fraud: Customs seals strategic partnership with Niger Brique

On Monday, August 10, 2026, the CoDir Room of the General Directorate of Customs served as the framework for the signing of a partnership agreement between Benin Customs and the Niger Brique company. The agreement sets out mutual commitments to consolidate a fiscal framework conducive to the regular pursuit of tobacco trade activities in Benin, while strengthening the fight against fraud and illicit import and distribution channels.

The ambition is to reconcile three major issues: taxation, public health and national and subregional security, by bringing the requirements of the customs administration closer to the needs of the operators of the legal system.

For the importing and distributing company, the challenge is to evolve into a more secure market, ensuring traceability of products, greater predictability of orders and favourable conditions for regular activity.

For the customs administration, it is a matter of securing tax revenues and preserving an environment in which regulatory operators operate under fair conditions .

In its regulatory role, Customs remains a guarantee of neutral and non-discriminatory treatment of all players in the sector.

It is in this dynamic that the protocol signed at the end of the sitting is embodied: far from a simple formal act, it reflects a true pact based on reciprocal commitments and a common will to better regulate the market.

Through this act, which is in line with the vision of the Director General, Colonel Raouf Malèhossou ABOUDOU, to strengthen the Customs-private partnership, both sides reaffirm their commitment to the framework of trade in tobacco products, the strengthening of the fight against fraud and the preservation of public health.
