BENINOISE CUSTOMS PAST TO GET ISO 9001 CERTIFICATION: 2008

In recent years, several reforms have been initiated by the Beninese government in the customs administration. The aim of these reforms is to (05) axes:

  • Modernise customs procedures and structures;
  • Ensure optimal returns in revenue mobilization;
  • Improve the speed of operations;
  • Strengthening human resources capacity;
  • Increasing the expectations of authorities and our clients.

It is to support these various reforms and strengthen the confidence of the various stakeholders in the progressive and continuous improvement of its services; that the Directorate-General for Customs and Indirect Rights intends to seek certification ISO 9001 : 2008. This requires the establishment of a management system that meets the requirements of this framework, which is in line with our vision of « make the Customs Administration a modern, efficient and transparent institution. The objective is to contribute to the creation of favourable conditions for the mobilization of revenue, the fluidity of trade and the economic and social development of Benin. » ; This vision is indeed customer-oriented but also satisfies the State's customs policy as set out in President Patrice TALON's Government Action Programme (PAG).

This process led Customs to commission a diagnostic audit. This audit carried out by the ISOSUD firm noted strengths, enormous opportunities but also some dysfunctions that the Customs Administration has set out to correct through a series of reforms, training and awareness raising of its staff. All the activities of the different processes are now fully understood and demanding indicators are used to monitor and measure the performance of each other.

The dynamic of continuous improvement in which customs has been registered has also led to several internal audits leading each time to adjustments. The final stage of this process was the certification audit carried out from 24 to 26 July 2017 by the firm DEKRA, an internationally renowned firm based in Paris, France. As a result of this most rigorous and transparent audit of Benin's customs, the auditor recommended its ISO 9001 certification: 2008 subject to the correction of some minor deviations. The entire Administration is mobilized to this end. There is no question for the disciples of Saint Mathieu not to succeed. We will return to you shortly for the continuation of this file.
