IMPLEMENTATION OF THE BENIN ECONOMIC OPERATORS PROGRAMME

As part of the modernization of customs procedures and the implementation of the WTO Agreement on Trade Facilitation (AFE), the Benin Customs Administration has established a programme of approved economic operators (OAS) under the SAFE Framework of Standards.

In fact, the OAS status allows the Customs Administration to grant reliable economic operators a personalized and streamlined control treatment.

In order to operationalize the Statute, from 20 to 23 March 2018 a training course was organized for the Customs Administration in the field of Audit of Approval The company.

The approval audit is a mandatory formality following the filing of the OAS application by an operator. It is an operation which consists, depending on the type of status requested (OAS Customs Simplification, OAS Secure/Security or OAS Complete), of carrying out a visit to the premises of the applicant company in order to audit it with a view to gathering information which will be confronted with those of the Questionnaire of Auto-Evaluation (QAE).

This training provided by Sir Frédéric FORT, French customs expertAt the invitation of the WebbFontaine Group (designated provider for the implementation of institutional and information technology reforms), nine (09) officials of the Customs Administration were able to acquire the know-how necessary for the practice of auditing a company as part of its accreditation to the OAS status.
