The Cotonou Hydrocarbon Customs Recipe is located within the premises of the National Company for the Marketing of Petroleum Products (SONACOP) located in Akpakpa.

To practice in this customs unit, oil companies must meet certain conditions and obtain authorizations including:

• extract from the business register;
• Identifier Unique Fiscal (IFU) registration certificate;
• the card of importer of petroleum products and their derivatives;
• the approval of the Government or provisional authorization to import and distribute
• petroleum products by the Ministry of Trade;
• the contract of passage signed with SONACOP;
• tender for a fictitious warehouse secured by the bank.

Customs clearance operations are grouped as follows:

• the conduct and customs entry of the goods: This is the manifest police for determining the quantity of goods transported by sea (tankers), by land (trucks) to be taken back on the manifest-transit declaration;
• Manifests are presented to the Receiver or the Head of Visit for advice and are recorded before being entered into ASYCUDA++;
• the filing and processing of customs declarations;
• collection of customs duties and taxes;
• removal of goods.
