As part of the capacity building of customs officials, restitution sessions are established periodically under the effective chairmanship of the Director General.

To this end, a restitution session was held on Friday, 22 December 2017, in the DGDDI Conference Room. This session, which was very rich in sharing, focused on three (03) papers, the themes of which were:

– Institutional and computer reforms: What to remember?

The Government of the Republic of Benin in the context of institutional modernization has embarked on a major reform process, including within the Customs Administration.

To this end, a contract was concluded with Webb-Fontaine to set up a Single External Trade Window (GUCE) while assisting the Customs Administration in setting up structures and programmes that can make it more efficient and modern.

These reforms strengthen the Import Verification Program (IAP).

– Modern human resources management tools.

The Customs Administration, with a view to modernizing its human resources, has, after a state of affairs, opted for the preparation and adoption of modern tools for managing those resources.

To this end, the various posts of the Administration were identified and the profiles of the officials to be employed. Position sheets were developed to allow for more efficient use of staff.

– Review of trade policies of WAEMU member states.

The WAEMU Member States, as part of their trade policy review, reviewed their commitments to the WTO. This review shows that freedom of transit is not fully effective as recommended by the WTO. The statements continue to collect duties and taxes beyond the bound rates, which may impede trade facilitation.

In addition, participants were given two (02) other papers on the fight against corruption and good administrative practices.
